What are Verified Merchants and Unverified Merchants Under the New Visa CEDP Program?

Visa’s Commercial Enhanced Data Program (CEDP) classifies businesses as Verified or Non-Verified Merchants based on the long-term accuracy and consistency of their enhanced transaction data. This classification impacts their eligibility for reduced interchange rates.

Verified Merchants

A merchant earns verified status when:

  • At least 90 percent of their transactions in a 30-day period are submitted with complete, accurate, and verifiable line-item data.
  • This data passes Visa’s Enhanced data Services File Specifications and validation checks.

Verified merchants qualify for reduced interchange rates on eligible transactions. These discounts are immediately applied at the time of settlement, but can be retroactively reversed if the data fails verification on review.

Non-Verified Merchants

Merchants who submit incomplete, inaccurate, or mismatched data do not qualify for reduced CEDP rates. However, non-verified merchants can regain verified status when they go back above the 90 percent threshold. There is no separate application or reapplication process.
